MSM Group LLC invites qualified and experienced transport service providers to participate in the selection process for the provision of freight transportation services between Ulaanbaatar and Khanbogd, Umnugovi province.
1. Scope of Services
The selected contractor will provide transportation services for the following routes:
- From MSM Group warehouse, Ulaanbaatar → Khanbogd soum, Umnugovi province (loaded).
- From Khanbogd soum, Umnugovi province → MSM Group warehouse, Ulaanbaatar (loaded).
Cargo types include (but are not limited to):
- Spare parts and components.
- Passenger and commercial vehicles.
- Certain types of alcoholic beverages.
Estimated frequency: 1–3 trips per week (average load depending on vehicle capacity and shipment volume).
2. Contract Duration
- Initial term: 1–2 years, with the possibility of extension upon mutual agreement.
3. Vehicle Requirements
- Trucks with a minimum capacity of 1 ton, including flatbed and enclosed trucks (3t, 5t, 10t and above).
4. Eligibility Criteria
Interested bidders must meet the following requirements:
- Operate own and/or leased transport vehicles.
- Employ qualified and experienced drivers.
- Minimum 3 years of domestic transport experience in Mongolia.
- Compliance with Oyu Tolgoi Mine HSE standards.
- Vehicles equipped with GPS tracking (speed and location monitoring).
- Driver fatigue management policy and availability of relief drivers.
- Accident, spill, environmental protection, and emergency response policies.
- Dedicated HSE staff or department.
- Sufficient financial and operational capacity to ensure reliable service.
- Corporate cargo insurance of at least MNT 1 billion.
- Driver liability and vehicle insurance coverage.
5. Submission Requirements
Bidders are requested to submit the following documents:
- Official letter of intent to participate.
- Company profile.
- Copies of company registration and relevant licenses.
- Information on drivers, HSE practices, and vehicles.
- Financial statements for 2023, 2024, and H1 2025.
- Tax clearance certificates for 2023, 2024, and 2025 (up to submission date).
- List and details of similar projects completed.
- Price proposal, including driver and vehicle details for the assignment.

8. Evaluation and Award
- Evaluation will be conducted in accordance with MSM Group’s tender evaluation procedures.
- The two highest-scoring bidders will be shortlisted, and negotiations will be held on contractual terms.
- A final agreement will be concluded within one (1) month following selection.
